AMENDMENT DESCRIPTION:
Amendment provides that the Secretary of State, in consultation with the Attorney General and the Director of the Census Bureau, will conduct a feasibility study and issue a report to Congress on whether there can be implemented a method for using the passports of U.S. citizens living overseas to facilitate voting in U.S. elections and for being counted in the U.S. Census.

AMENDMENT PURPOSE:
Amendment numbered 17 printed in Part C of House Report to provide that the Secretary of State, in consultation with the Attorney General and the Director of the Census Bureau, will conduct a feasibility study and issue a report to Congress on whether there can be implemented a method for using the passports of U.S. citizens living overseas to facilitate voting in U.S. elections and for being counted in the U.S. Census.
