AMENDMENT DESCRIPTION:
Amendment adds language asking state regulatory authorities and nonregulated utilities to consider offering home energy audits, publicizing the financial and environmental benefits associated with home energy efficiency improvements and educating homeowners about all existing federal and state incentives, including the availability of low-cost loans.

AMENDMENT PURPOSE:
An amendment numbered 7 printed in Part B of House Report 110-300 to add a sixth policy option to H.R. 3221`s existing "State Must Consider" language asking state regulatory authorities and nonregulated utilities to consider "offering home energy audits, publicizing the financial and environmental benefits associated with home energy efficiency improvements and educating homeowners about all existing federal and state incentives, including the availability of low-cost loans.
